How migration institutions “think”?: The Ottoman-Turkish Case 

The presentation tries to answer the question "How did the Ottoman / Turkish powers control the massive immigration (muhacir) issue throughout the nineteenth and twentieth centuries, despite the weakness of public institutionalization? ". Indeed, during this period, the institutionalization in the field of immigration was partly unsystematic, unstable, discontinuous, personal, exclusive, non-collective and globally insufficient. Yet, despite these weaknesses, the Ottoman and Turkish authorities have managed to overcome problems related to immigration and have even managed to create a republic integrating these migrants. The answer will be sought in the formulation of Mary Douglas, American anthropologist, who emphasizes the importance of "institutional thinking". Indeed, the Ottoman / Turkish institutional thought / emotion / attitude has filled the gaps of physical institutionalization. This historical insight could help to better understand the motto function of the muhacir-ensar concept (immigrant-host) of the current AKP government, which is used to mobilize the population to overcome the shortcomings of institutional care.
